when im turning at slow speeds(actually whenever just more noticeable at slow speeds) it makes a funny noise when its almost turned as far as it will go like a rubbing noise or something its hard to explain.
could it be a power steergin pump problem? the resevoir is full of fluid so i dunno

Mine does the same thing. Power steering pump on the way out.
You can buy a kit for them.
The noise is like a grown on mine.

My VR has made a slight groaning noise (noisier when cold) since I have owned it at 80,000k's, it's now done 135,000 and still the same. I have had many professional people look at it and the basic outcome was "all 90's Commies do it". If it is only on full lock, or close to, then yeah get someone to look at it for an opinion, there is no substitute for good advise. Also, if it only at sharp turning could it be a change to bigger wheels causing an issue? If it is you power steering check out ebay for your parts if you have time to wait for them, have been getting some good Commodore stuff off there lately at a good price too.
