Power Steering Noise When Turning

My 2003 VY Commodore is making a vibrating noise when turning the steering wheel when not moving. Power steering pump, or rack?, I did notice abit of oil looking stuff on the boot of the rack under the car? sounds like this

Is there still fluid in the reservoir?

Sounds like air in the line from lack of oil.

Try new fluid.

Replace the fluid after fixing any leaks, and add a bottle of Penrite 4297 to the reservoir

I've used it in plenty of noisy power steering systems over the years with great results, it will quieten the pump right down or shut it up completely

Think I found the problem, engine mount is snapped...

Put it in the VY ute I bought as a daily runabout because it was moaning and groaning
New fluid on it's own made no difference, so added the Penrite 4297......5 years later and the pump is still quiet
