Programming a VZ Key using tech2, what version is required?

MY16 VFII SSV Redline Manual
Im wanting to program another key to my VZ via a tech2, as I currently only have one key and want a spare.
When I go into program remote key I get the message "Please get programming approval from TIS!"
It is version 147 of the tech2 software. Question is what version of the software do I need that doesn't require programming approval from TIS? so I can then go about programming a key myself

AFAIK you can't use a Tech 2 to program a key or do any other security related programming without a TIS authorisation.

you need the CANDI module and it requires linking to TIS which is an online dealer system
