Red and blue motor differences

my brother inlaw has a WB which has had an engine change. its meant to have a 253 blue motor in it (i think) but has now got a 253 red motor. Whats the differences in the 2? Does a blue motor have pollution gear? If so, what legal problems can arise from having a red motor that doesn't have pollution gear?

its all the plumbing to reduce emissions. and recycle gases emitted by the engine.
