I have used metho with success on mould tape, it worked when thinners did not. I don't know if its safe on tint though. Some plastics hate metho. Don't use anything with ammonia in it though, like glass cleaner as that is one of the worst things for tint.

I think the fact that it's dried over the tint may complicate things. Have tried citrus and wd40 unsuccessfully....

It would but any solvent near tint will probably cause long term issues it can't recover from. Mmmm acetone....
