RHF Park Lamp not working, but getting power?

G'day all, going slightly insanse with this issue. All fuses are intact with globe/s being brand new -- with a multi-meter the voltage reads between 8-9v, the left hand side [which works, and all other lights on the car for that matter] reads 12+. When I hook the multi-meter to the pos of the light sleeve to the battery neg -- voltage remains the same; dismal 8ísh? Does that eliminate a poor ground? Anyhow, does anyone have any ideas as to what could be causing this drop [...i'm obviously no sparky], but I thought a 12v globe would've glowed even at that voltage, but dimly; I get nothing?...Anyhow, any thoughts/advice would be greatly appreciated. Thanks in anticpation Peter.

that indicates a poor ground.

when the globe is in circuit I bet you measure no voltage across the globe.

Hey Ammo, 'yeah' - thanks mate. I went bananas on it with a file and she's glowing brightly! Now off to get a RWC. Cheers All.
