Rust behind dash

Hey all, I pulled my dash apart the other day while installing a new sound system.
Came to find the metal bracket that it screws to is rusted as hell near the passenger door, can this be replaced easily? I know I'd have to take the whole dash out, just wondering if I would need to just unbolt it n put a new one on or is it a weld job?

Are we talking surface rust or crumbling away rust.
