S1 throttle issue

Hello all, I have a series 1 vn motor in a buggy I have, the issue I have is that when accelerating, when you manually move the throttle body to half open position the motor is on the limiter, very free reving
So using the throttle has become quite hard to control
One of the sensors has failed? I've changed the throttle body with a spare and it's the same issue
Could it be the map sensor?

Has it always been like this? If it's a new build I'd say the gearing is too low.

Even when idling the issue is there,
So gearing is out of it
Im leading towards the map sensor

I was going to say the throttle position sensor but you have changed the throttle body already. Try changing the map sensor. They are cheap to get. I paid $5 for one at the wreckers.
