There is an android app called alobd scanner and its free, its got a very basic UI but it can monitor your engine and it can also clear the engine light. All you need to pay for is a bluetooth elm device which on ebay is worth around $25-$35.

As SV6 Power said, you can get very cheap ELM327 Scantools off eBay from $20.
The basic ones will allow a PC to connect and scan/clear DTCs, and display other data.

For Android devices, you will need to shell out a bit extra for a Bluetooth model.
For Apple iOS, you will need to jailbreak the device to support bluetooth scantools, though with iOS5.1 I am not sure if this is still the case.
(I develop for iPad, iPhone using Monotouch, and have noticed some libraries for Bluetooth serial devices, but I cannot find anything concrete).

If your looking for budget upgrades, there is a whole heap of things you can do, such as LED lighting (Change the LED lighting colour), fitting Calais / SSV bits and pieces such as trims bits, map lights, clusters, Colour LCD Radio, etc, etc....

Some of the most impressive mods can actually the cheapest !!!
