Serpentine belt tensioner on a VX SS LS1

VX SS (Original owner).
I have had my VX SS from new and the main drive belt was 17 years old so I decided on
the last service to have it and the Air Cond belts replaced.

If you have a look at the attached pic it shows where the tensioner pointer should be, ie too far to the left indicates a stretched belt and too far to the right a belt that is too tight.

After 17 years of use the old belt was sitting in the too tight area, the new belt (Genuine Holden Belt) is sitting in the same spot indicating it is too tight, mechanic said there is nothing wrong with any of the pulleys and I did not notice where the indicator was pointing till after I got home. Just seems odd?? Refer pic from GM manual below. All runs fine and nice and quiet.

I trust him as a good mechanic never had a problem with him and he has a contract to service Ambulance and Police vehicles.
