Smell of petrol in VP V6 ute

I found a decaying breather hose so i will replace it. I found a fuel pipe line entering at the bottom right rear of the fuel bay. I think it is 3/8 pipe designed for a hose & clamp. ? not sure where it goes, it wasn't connected to a male fitting ? So I blocked it off ? Or should I reduce it to 1/4 hose & connect it to a male fitting on top of tank next to breather pipe ?
