Speed limiters, alcohol locks and other 'safety' tech to be standard

ever since electronic throttle was fitted to vehicles they have had the ability to limit them to any speed they want, but look in any holden tune and its up around the 250kph, so do they really want to slow us down cos they have had the ability for the last 15+ years but havnt used it, even when efi was introduced u can cut spark/fuel at any speed they want for last 30+ years and still they have not used it
