The fuel pump has a check valve that prevents the fuel system draining back into the tank when it's switched off. Maybe yours is leaking back or the valve is missing.

I ended up buying Bosch fuel pump I don’t think it had a check valve in it so I put one in it right where it comes out of the tank, still no luck

Can you measure the pressure into the fuel rail? If so, clamp shut the hose feeding the fuel rail after the gauge. If the line then doesn't hold pressure when you shut off the pump you have a leaking check valve or feed line to the fuel rail. If you can't see a leak its probably the check valve.
