so basically it’s whining when turning at low speeds and when stationary and I don’t think it’s power steering as it also does it when the ignition is on and it sounds like it’s coming from the wheel area. What could it be?

I had a groan coming from the same area and after replacing the steering pump it was still there
What you could try is take off the washer on top of strut inside engine bay and spray some lube around the rubbers that sit at the top of strut
That's all that was wrong with mine
I'm not saying yours is the same problem
I ended up replacing the Bearings and rubbers in the end for piece of mind
    Have had no problems since.
Please let us know how you got on
    Thanks
