I have an ex cop Omega that has FE2 suspension. Is this lower than standard or was this the standard suspension?

FE2 is not standard in Omega, and yes lower.

I imagine the cops would have installed them as a handling thing, lower centre of gravity and all that.

Yep, when I drove an omega compared to my previous VE SV6 the omega had heaps of body roll. I didn't like it.

Wrong.
VE workshop manual say FE2 is a few mm lower in SS. but in SV6 actually a few mm higher.

So what is the normal height to begin with and what are the height differences between the 2?

Also Cop cars have FE2 suspension, which is lower than standard height, to help with handling....Now I can't see a cop car being higher than normal when it's being used for pursuits.....

I can make an exception, with the introduction of AWD chase cars now
