It's one of the problems with wear in hydraulic power steering systems.

In GM cars this is usually attributable to wear related to the spool valve operation in the steering rack.

I would take the car to a specialist and get their advice on the best fix for this problem on your car.

Could try bleeding it up with some new power steering fluid?

What colour is the old fluid? I'd try some new fluid as above, sometimes it works wonders.

Most likely up for a pump, not uncommon.
