Push the stalk towards the Dash, it should activate the wiper,
and press it further activates the washer spray.
If that doesn't work, it maybe either faulty/damaged wiring to the back of the car,
most likely in the rubber transfer hose from the body to the door.
Or a lose plug on the wiper motor, or the wiper motor has failed.
There is a few options to check for a process of elimination.

Press it further where? Towards dash for the washer?
Also has back wiper got speed settings or its one set speed?

My father's old VE 60th wagon always had trouble with his back windscreen. The nozzle would either always get blocked or the pump always had to be replaced, it ended up costing him too much money that he just left it blocked/not working for good. He had both the nozzle cleaned and the pump replaced about 3 times within a year.

I would disconnect the pipe at the tale gate,
get the compressor out, and pressurise the water pipe to hopefully clean the pipe out, and in doing that, blow the gunk out of the nozzle,
hope fully that will clean it out a bit.
Remembering the car is deemed as un-roadworthy without it operational.

The nozzle on mine clogged after I went on dusty road. I replaced the nozzle. Now that is a great way to spend a Saturday. It does take a long time for the water to reach the rear window
