VF storm Sedan Cigarette lighter not working

How does one take the cigarette lighter socket out of a vf commodore. Dash and the centre console. Have been struggling to do so.

Supposedly there is a special tool that removes the socket from the front… so no need to pull the dash apart

I have worked out I am not getting power at all at the "rap" (retained accessories power) fuse. The rap fuse seems to look fine. So I don't know if the issue is further down
