by front top lip do you mean the front bar?
my front bar / spoiler had mounting points moulded into it so I could screw the reo bar into it.

the lower lip had no holes drilled. I drilled 6 points through the front bar and lower lip and screwed them together using some large diameter washers on each side.

My c pillar panels needed to have some glass removed from them too, I used a belt sander, drill and file for different areas depending on the location, how easy it was to get a tool in there and how much material had to be removed.

good luck with it. do you have a thread where you are posting pics?
seeing others progress is good inspiration.

no, I mount the front bar to close the gap as much as possible by adjusting where it bolts to the chassis.
I also used a couple of zip ties between the reo bar and the grill bracket to give the last little bit of lift. the gap didn't completely close on my car as I've put a Calais front on.
I suspect the exec/berlina front has less of a gap to deal with

my new radiator arrived today, an ignition control module is on its way and so are some boxes from v6conversions to send a speed signal to the ecu and drive a motor in the back of the speedo.
I can almost see the light at the end

This is the VDO speedo and ratio interface that v6conversions sent.

I'll try and fit the speedo into the vl instrument cluster instead of mounting it infront of it.

I think its been done a few times before. I hope its as easy as cussing a round hole in the face, removing the existing speedo and tightening the screw on ring behind it.
