they should, from what i know all commodore mags (dunno bout VE) are interchangeable...

If its a series 1 VP i'd say yes, they had 14" wheels as stock on the executive anyway.
If its a series 2 i'd say no, series 2 execs used 15" wheels because they had bigger brake disks.
The main problems with fitting different size wheels would be the size of the brake disks and the difference in overall diameter of the wheel and tyre.
