VR Wont Crank, Starter Clicks. Seized?

Hi all, last week i was driving my VR commodore that i bought cheap to fix up and while i was driving it stalled after only a minute, it started again but kept on doing the same thing. so i drove it home, left it in the driveway until today, i bought a oil filter and some oil today because it has dirty oil (it was pitch black) and i thought if i replaced the oil it would fix the problem, but when i tried to start it, it cranked over for about 10 seconds and died (i had to keep my foot on the accelerator because it kept trying to stall) then i tried to restart it but it wouldnt crank it would only tick and make a wurring sound from either behind my dash or at the back of the engine, and my dash lights would either not turn on or it would flicker. all my electrics still work (i.e power windows, central locking ect.)
I tried to see if the engine was seized by turning the fan belt and it moves but its very hard to turn...
Is my engine seized? or is it something else?

If you can get the crank to turn it isnt seized. Put a power bar on the crank bolt if it turns your ok. It is possible your battery has seen better days, the ticking you describe sounds like the starter soliniod trying to switch power to the starter, if there is not enough current or starter is faulty then it will click. How fast was it cranking? Should be a quick whir whir whir sound. Stalling out can also be caused by a dud battery or so I have heard. Your other ellectrics dont require as many amps so I'm not surprised they still seem ok.
This should give you somewhere to start looking.

Flat battery or corroded connections. Easy way to find out is to use jumper leads onto someone else's good battery and see if your car starts. Just make sure you connect +ve to +ve on the batteries, and -ve on the donor car battery to a non-moving metal part of the engine on your own car.

This ^, clean the terminals and probably the first few inches of the thick red charge wire off the back of the alternator are fired, replace as necessary.

The wurring sound it made didnt just happen when i tried to crank it (with it not cranking at all) it happened when i turned the key to the "ON" position. what could that have been? it also had the "ABS OFF" light on, usually its on for about 2 seconds then turns off.

Also if it was my battery or corrosion wouldnt it try to crank a little bit? at the moment i can use my power windows and such

Either purchase a new battery

Or

Put the current battery on charge. Check battery acid levels and the specific gravity of the acid. Clean the battery terminals and posts with either a terminal post cleaner or warm bi carb soda water. After a good charging (if), do a load test on the battery. It either passes or fails.

And as stated above, check connections.

wow sorry for the late update...

I changed the battery and cleaned the Pos & Neg connectors and it took a few cranks of the engine but it ended up working fine. Thanks for all the help everyone!
