Has the cooling system been bleed right? Could have a air pocket.

Fan works with air con on but gets pretty hot and does not stop running, Not quite sure about being bled but it has had an engine swap (vt standard 6)

Any chance of oil in the radiator fluid? Could be inlet manifold gasket.
Start by checking the radiator level. Inspect for oil. If clear, locate the bleed screw which is on the thermostat housing.
Either buy a specially made funnel or get something that will hold coolant at a level above the bleed screw. Fill said item with coolant, start car, turn a/c on full with temp set to hot. Then open the bleed screw. Wait until you get a consistant flow out of the bleed screw and it should be bled correctly.

Maybe try a new thermostat as well..
Could also be a blocked radiator.

Could be a relay, you can do swapsies with your horn relay to test. Aside that could be your temp sensor (next to the gauge sender) on the thermostat housing (part of the manifold).

I had a similar problem a white ago on my statesman, it was a dodgy relay not turing the fan on when it should. apparently they can sometimes fail gradually and I had to run the car with climate set to maximum cold.

does the fan click on as it should when you leave the a/c switched off?

check to see if it clicks on as it should and if it doesn't there is probably a relay issue or a failed sender/sensor.

also as for running ac, close the vents haha
