    Big Job.
It has been done before by someone on JC.
I think there is a loom tucked right up under the dash and I'm not sure if you need sensors or not.

    Ask Dr Bob.

    Yes it can.

Before we start, VN/VP (or equivalent Statesman) and VR/VS three window clusters can not be swapped without major wiring modification.

The three window cluster will fit straight in. However, the trip computer functions (the reason for the three windows) will not work unless a fourth connector is added to the cluster, and correctly wired to the car wiring.

The fourth connector will not be present in a standard VR/VS.

To do the change, you will need the following:

    1) A suitable cluster.

    2) The trip computer buttons.

    3) The fourth connector, and appropriate wiring.

    4) An additional wire to pick up fuel flow from the car computer.

There is no need to change the BCM.

Job is not beyond the average handiman, if you get the proper wiring diagrams and take your time.

I have done it to a VS S2, and consider it well worth the effort.

Well worth the effort. I was lucky enough to get a patch harness with a cluster I bought which made the job very easy. Only about a 2 hour job with it. The # 4 cluster connector plug would be the hardest thing to get without the harness I would presume.
The harness I got is part # 12H2950701. I have nfi if it is a Holden, HSV, or someone elses part number.
