What machining has been done on the block. have the mains been closed and line honed by chance?

You can get timing sets that are oversized to account for machining. Not exactly sure where, best to contact a engine machine shop.

Rotate the engine and see if the amount of slack changes, maybe one of the sprockets isn't centred correctly.

Did you setup the dots 8 chain links apart just checking cause some people do the dot to dot lined up pulleys lol.does seem loose for new

That pic is correct that's why there's 2 Shiney links on the chain
