VT Brakes ABS and non ABS

at present I own 2 VT commodores, surprising how different they are to drive,
anyway one is a VT series1 98 executive non ABS, the brakes are exellent (squeel) but excellent, they pull me up in any situation.

on the other hand the other VT is a 1997 series1 Acclaim with ABS brakes,
every time I drive it i miss driveways and almost run up the rear of other cars because of the pressure required to stop the car, it has just passed rego so it must have passed the brake test.

what I want to know are models with ABS harder to brake because of the electronics or could it be faulty electronics limiting the braking pressure prematurely.

or should the pressure required to brake be similar on both cars, I do understand that different brake pads could be a factor, but the 97 has worse brakes than an old statesman, I have also checked for vacuum at the booster that seems fine also no air leaks.
honestly they feel as though the vacuum hose is off, or the engine is not running(like when being towed)


also the 97 has a problem with the central locking, unlocking itself, i have had a quick read of similar posts on here with not much information on fixing the problem, haven't had time to pull the solenoids out yet, just pulled the fuse out, and use the key to lock and unlock. anyway thats another problem but if any one has any info on it it would be appreciated if shared.

yeah the ammount of pressure required is the same whether it is hot or cold,
I am suspecting the brake pads
