Need to figure out why they are rusty. Best to replace them with some SH ones.

As @losh1971 said need to determine how /why rusty .
I'm gonna guess car/engine has sat unused for a fair time with a gasket break /or no gasket, allowing the atmosphere/moisture in.
Do you know its history ?
Corrosion on outside of head as well .
Not to mention the condition of the manifold and injectors.
Again as losh has said SH ones =should be cheap as everyone replaces with roller rockers.

I'd also be changing the push rods = they don't look great either.
Check lengths of push rods =don't want to get wrong ones =your corrosion will be the least of your problems.
Also makes me wonder =OH what I can't see.

Yep big oil leak onto exhaust manifold burn
probably car was left outdoors, parked up on grass in cold wet weather

Or a stuffed inlet manifold gasket that allowed coolant to seep into the crankcase when it's been sitting.

Those rockers look like they belong to an engine that isn't a daily, weekly or possibly monthly. The rust is most prolific in the areas oil clears first

What oil are using in the car ? Oil definately seems to be getting up the pushrods and splashing around inside. Also not a common area where oil burns/flashes off so if you have never taken off the covers to compare to a previous time, then this could have formed when it sat at the yard, wreckers, or parked up for years on end.

If it was water wouldn't is be getting milky and leaving condensation on the rocker covers ? One would think any engine oil these days should be protecting it rusting, even the cheapest.

I'd say it possibly has or had blown the manifold gasket as that just looks like condensation on the rocker does take much for surface rust to appear inside could have sat for a while, I'd replace oil and filter and keep a eye on the oil cap for moisture
