vt high beam stays on

Hi, i have been having trouble with my high beam lights, when i turn my head lights on, the high beam comes on. i can play with the blinker arm to make it go off, but it still flashes a lot when i drive, sometimes i need to drive the whole time pulling the blinker arm towards me slightly so it will stay off.
Any suggestions would be greatly appreciated.
