Have a look at the little inline check valve on the vacuum line from the manifold into the car.

I've checked and replaced that, checked the 3 vacuum actuators as well, and replaced the ac/heater controls they are all good. Next on the list is getting a mityvac to check for leaks in the hoses and checking the vacuum tank. Lout said something about a recirc solenoid as well, trying to figure out where it is just in case I need to replace it

If you have a look at the diagram in post #4, the recirc solenoid is actually shown as the intake solenoid.
So you may have already checked it...

Ok no worries, so all I have left is the tank and the hoses

Hi guys I have fixed the problem, turned out to be the vacuum switch and since my version of the controls you can't buy replacement parts or even mixed and match parts from other versions of the controls so I removed the vacuum switch from a VT and attached it to mine

The first pic is the vac switch that was faulty in my vx s2 (can't get new parts for them anymore).
2nd pic is the vac switch I used to fix my problem its from a vt (you can still get these parts new online).
