Maybe try resetting the ECU and double checking all connections and hoses.

Have you adjusted the throttle stop screw correctly?

Sounds to me like a vacuum leak. Try a bit of CRC or WD40 and spray a little around the spacer etc, with the engine running, any change means a leak.

+1 throttle screw. It's on the throttle body and is a screw that adjusts the resting position of the throttle. The Idle Air Control valve (also in the TB) may also be stuffed. Is the throttle cable tight at all? It could be pinched somewhere. The usual vacuum leak tends to cause a rough idle rather than a high idle.

Also Check The Throttle Cables, If its not clipped on all the way is can pull the throttle open. Had this happen when i put the Cruise control cable back on, Was not clipped all the way on causing it to pull open the throttle.

Assuming that there are no vacuum leaks, and the engine light is on then it might be missing the sleeve on the end of the throttle shaft
