Is It easy to replace a new ignition and key in a 2002 VX and also does it need to be re-programmed ?

It's not hard. The key blade needs to be coded to the new barrel.
Do a search on replacing the barrel, there should be numerous posts on the subject, it's getting late and I can't be bothered explaining it again right now.
I tried to search for you but it doesn't seem to be working at the moment.

I believe it is easy, providing you have the correct tools,
Were you will need the Existing Key Head and it should work,
Remembering you will also need to replace the Drivers Door Barrel, and Boot Barrel
If its a S/Hand Barrel from a donor vehicle, Grab the Barrel, Key Blade, Door Barrel & Boot Barrel.
