Vx SS commodore LS1 dash cluster issues

My vx ss commodore gen 3 LS1 has started having a problem. It starts and runs fine but when I accelerate a bit heavy or just driving for a bit staying at very low revs, the dash cluster will light up like a Christmas tree and all warning lights come on, the guages drop to zero, my stereo cuts out then it goes back to normal then will do it again over and over. I have also heard a slight whistle sound when the cluster goes Haywire. I disconnected the abs connector and went for a drive and it still happens. I have had issues with my traction control staying off when starting the car and switch wouldn't work until I re start the car and track light would go out and switch would work. Since I disconnected the abs connector and the car still does it does that mean it's not the abs module and if not could it be the voltage regulator on the alternator? I am stumped any help would be much appreciated

sounds like alternator issues
check battery voltage

When I was in dash diagnostic mode( mode and up button pressed when starting) I had it on volts and it was flickering between 13.8v and 14.0v and would sometimes stay on 13.9v. I did notice after about 10 minutes of running and stopping and letting idle for a few minutes it was flickering between 13.7 and 13.8. I got home stopped car waited a couple of minutes and started straight away no issues. I will check the battery and alternator this morning and see what is going on.

i was expecting voltage in the 15's
was this with the christmas tree lit up

I just put the multimeter on the car, car off battery 12.2v, car idling 13.93v car at 2000rpm 13.93v. I put cluster in diagnostic mode and checked DTC codes and got T08 H-, T16 HC, T17 HC, T19 HC. I was able to clear the T08 H- but the others wouldn't clear. I'm gonna disconnect my battery for a few hours and see what that does if anything. I've attached a picture of the DTC codes and method I followed for you to have a look at. Let me know what you make of it.

most likely from unplugging abs module
clear codes and rescan
