VY HANDBRAKE IS UP BUT CAR STILL ROLLS

ok well the reason why I so badly need my handbrake to work is my car doesn't go in park at the moment and I have had a few people look at it and it needs to be changed from under the car apparently.
So I was hoping I could at least get my handbrake working
At first it was completely loose / wouldn't hold or click at all. But I have fixed that but that has changed litterly nothing, still rolls exactly as it did before

Undo the 10mm at the handle until it's up near the top of the thread.

Remove rear wheels safely, then adjust up the handbrake shoes until they touch and back them off a quarter to half turn. Put wheels back on then tighten down the adjuster in the cab. 7 clicks.
