VY Ute Rear Brakes

Gidday, I have a 2004 vy s ute - my first holden and I'm lovin it! One question inboard of the right rear wheel is a length of spring steel hooked up to what appears to be a brake cylinder. The spring is able to be hooked on or off - pretty average description but does anyone know what this is/does?

Not that I know off, and it is in the brake line circuit, possible a brake bias for when a load is on?

85 VK Calais and 03 VY storm ute 05 hilux
yeah you said it your self its the brake bias for when you have a load in back. Not sure how much it changes it but thats wat its for.
