I got my vz ss bumper fully reconditioned and ready in 2k primer off ebay for $200.

im looking at getting fog lights.
would genuine vy ss fog lights fit in the vz ss bumper or do you have to get the actual vz lights?

I believe the lights fit but you have to use vz brackets for them.

does the vz ss bumper look weird or out of place with executive/equipe skirts?

Oooo. Good point.
Have a look under the car. You might be lucky and have the wiring there for fog lights.
All you will need in that case is the light switch that pulls out for fog lights and the relay under the bonnet.

Happy days.
