Check Engine fault code - no. EOBD rules say that an emission-related fault code can only be cleared with a compatible scan tool, or through the car's own self-diagnostic mode.
Other system fault code - depends. There are no rules as such and some systems can be deleted by battery removal.
As others have mentioned, the fault code is present because there's a problem. Deleting the code only restarts the car's self-checking procedure, and the code will reappear once the fault is detected again.
