The Memcal Chip is the Brain/Memory for the ECU,
it holds the Engine calibration/settings for it to run.

That is the stock MEMcal for the series 3, emissions upgrade & 99 Trans.

If that is in the glovebox than chances are someone has put some sort of tune in it with a new Memcal. Pull the passenger side kick panel out, pull the PCM down (leave all the wiring loom plugs connected and take off the small cover on the front of the PCM and you will see another Memcal plugged into the main board. Please take a pic of that as it will give a better idea of what has been done.

Memcal = memory calibration

If it really flys like you say, then it has more done to the engine than a simple tune.

I think you nailed it. I'm not with the car at the moment but that would explain why it so powerful for an Ecotec. That's exactly what year the ute is series 3 . It had the ss inductions big mouth on it is went really well Then I swapped it out for the standard air box and it went even harder
