Sounds like a dead lifter or bent pushrod. When you checked the lifters, how did you go about doing that? Take the rocker cover off and give the rods a jiggle. Failing that, run it at idle and listen to each with a cardboard tube to the ear or screwdriver to the temple against the rocker arm retainer bolt.

When I checked the lifters all I did was take them out and check for wear didnt mix them up or anything, cheers will try that

'99 VS SS series 3 ute
Sounds suspiciously like flex plate noise to me. Assuming auto trans.? If so I'd be looking closely at the bell housing area.... correct bolts / spacers used on re assembly, starter motor etc?. Somethings touching, or less likely ... a cracked flex plate maybe?
