Yes as the title says where the Best place for a engine Oil Cooler. Do you have the Engine Oil Cooler before the radiator (out the front before the radiator)or after the Radiator (on the engine side after the radiator)
So where is the best place to have it.

Ideally in front of the radiator for best performance.

OK
Now what about twin 12 inch electric fans. ,At the moment they are in between the Oil cooler and the radiator.

See at the Moment on our Monaro I have out the front the Oil Cooler for the Engine, after that I have the twin 12 inch fans and after that I have Radiator and after (engine side)that I have the shroud which has the Slipping fan (forgot what they call them as when the car is cool they slip and when the car get hotter they grab)that is drive by the belt on the car. I had it like this for 30 years and since I have to replace the twin fans out in the middle of this sandwich I want to know (new one same size but narrower) if I got them in the correct order.

You mean one of those thermatic (or viscous) clutch fans?

Why do you need the extra electic fans?
