holden statesman cuts out at 4000 RPM and all lights on dash come on does it in p and d why is this

Not enough info....
You probably need to get the car to a good mechanic with a suitable scan tool to check for error codes or do some tests.
A mechanic who has some experience with Holden engines/electronics.
