My windscreen washer only squirts water into windscreen after the blades have amost done a full movement across the windscreen. Is this normal?
Worried that the windscreen is going to get scratched. No other car I have does this, water always squirts before any blade move.

Yep - really annoying. Both my VFs do it. Even worse on back window (wagon).

Windscreen has some dust scratches just from being parked onsite and then being scraped by blades. Better stop cleaning my windscreen.

I never use the blades! Far better tlo use a very wet chamois, then rinse and squeeze out for a drier finish.
