Changing speedo cluster

hey, me mate is thinking about changing his speedo cluster which dosnt work and has bought another one but it has less K's on it and is gonna be putting it in. I thought this was illegal......????

I think he has get it to the kms on the old cluster.. not sure

but if he leaves it when its next up for rego i think it will be funny when the check the kms and find its less rather than more Kms.. but then again QLD are pretty 'lienient' on inspections
