My car has been stock for well over 8 months, just feeling to "pimp" it up a little.
If you had to choose whether to get rims or get your car lowered which would you choose to get first?

And what would be cheaper?

I'd go lowerd.
For the reason, Lowerd car's on any rim's look's good.
And so that when you do get you're new rim's, Everything is settled so you wont wear out you're new tyre's.

IRS dont use a Panhard rod.

Lower first, then get rims. Just be aware that putting bigger rims on will make the car sit higher aswell.

Save you dollars and then when the time comes you can get the right suspension combo for the size rims you choose or pick up some nice secondhand rims? You can get some nice wheels for ridiculously low prices in the secondhand market.

only if the rolling diameter of the tyre is increased.

where'd you hear that trollop?

wheel diameter has NO bearing on road speed.

the diameter of the tyre does.
