^ Agreed, the engine will always get up to temp. The engine is generating a LOT of heat due to the inefficiency of the internal combustion engine and that heat has to go somewhere, and while a fair chuck goes out the exhaust, enough will be absorbed by the block, heads, and rotating assembly.
yes an engine does generate a lot of heat, and it does go somewhere, much of it is transferred to the outside surface of the engine via a process called 'heat radiation'. An engine fan was put there by the manufacturer to remove that heat.
An engine certainly can operate under thermostat opening temps on a cold day, if the fan is running constantly. Particularly when combined with airflow through the front of the vehicle at highway speeds.
