Manual Swapped VZ Executive Speedo Stuck at 255kmph

Today I was able to reprogram the dash with one of these cables but to no avail, speedo still reads 252kph, not sure what the issue might be still but now Im leaning towards something to do with the wiring, any ideas are greatly appreciated, Thanks guys.

do you know someone with another Commodore?
Swap the cluster into it and see if it is still fkd.

I was just able to swap clusters with someone else's working one to make sure yesterday and it didn't work, still reading 252kmph and giving me a rev cut at 4000, don't really know what it could be at this point.
