Confirm whether you are posting about radiator fans or HVAC fans (Heating, Ventilation, Airconditioning).
If its radiator fans, do they turn on when you turn on the Airconditioning?

Probing terminals from the front of the pin with a multimeter probe will commonly cause loose terminals.
