Pacemaker header dilemma! Are my supposed to be “brand new” headers actually used?

Hi everyone,
I recieved my pacemaker headers in the mail today which were purchased from an exhaust store.
Do they appear used? I understand they are mild steel so may have some rust, but these have a lot. Is this normal?
Are those scratches simply from storage or do they look like they have been used on a car?

I am not trying to be fussy or anything, but if I pay good dollars for something that is supposed to ‘brand new’, i expect nothing short of that.

I appreciate any input!

They look new.
The marks and scratches probably occurred during postage.

As others have said, they’re ‘new’

Carbon on the inside of the headers would most certainly be evident had they been used

Manufactured in a December 2021, so it would appear they’ve sat around for a little over a year waiting for a purchaser
