The odometer display shows ; Serv error.
What does it mean??

The car will crank but wont start.

I have tried the following :
- removing all power and then reconnecting ,
- have checked all connections to PCM and BCM,
- cleaned key and ignition code sensors.

What else could it be?

Check your fuse box under the bonnet give everything a good wiggle. A mates vt ss had this problem and turned out to be a loose connection.

Is the security light flashing while you are trying to start it?

The security light does flash as per normal when the car is locked, but doesnt flash when trying to start.

The security light is not flashing when trying to start the engine, so, thinking about it, that must mean that the immobiliser side of things couldn't be preventing the engine from starting.?

Maybe it is a wire off somewhere ??

From VT Service manual:

"The instrument [Cluster] is equipped with a self-diagnostic capability that can detect and isolate instrument problems or failures. When a fault is detected, the instrument cluster sets a diagnsotic trouble code (DTC) that represents that particular problem or failure. When DTC 24, 25 or 26 is set, an icon X is shown in the left-hand instrument window on high
series vehicles, or SERV ERROR on low series..

Errors can be identified by using TECH 2 to test instruments and force values and conditions into the instrument cluster. The results of these tests can be used to diagnose problems in the instrument assembly such as inoperative bulbs and faulty gauges and switches...."

In other words, most probably a problem with your instrument cluster.

Somebody already asked, but did you check the engine fuse and fusible link in the engine bay?
