since i have not read the below information (was not supplied) IF the laws restricting L migration to P licenses is the same as Victoria then the answer would be no. (120 Hours driving practice on Learner permit)

however if the laws for L - P migration isn't the same as Victoria, (120 Hours driving practice on Learner permit) then the answer is Yes the laws should be increased

Explain your answer above: major driving laws such as minimum required age to obtain a license, speed, power and passenger restrictions (if any) should be the same in all states instead of differences between states to have a more uniform driving law system.
