VE cigarette lighter not working

So I have run into a problem with my cig lighter on my 2006 SS Commy originally thought it was the fuse checked the pass kick panel ran over it with a test light it's fine not blown so I went to the wreckers grabbed one from a wreck thinking that it was just the original cig lighter had died plugged everything up still not working anyone that might have the answer I'm seeking for would be greatly helpful because I'm stunned to what the problem is
