vq statesman not cranking over after dash removal

Having a problem with my vq statesman it seems that the car thinks in gear and won't crank over I think it has something to do with this switch iv looked for anything unplugged but cant seem to find anything were its not men to be. i can hear the fuel pump start when i try to crank it over i aslo get all the dash display ect but no starter motor trying to turn the car over
